George W. Bush served as the 43rd President of the United States from 2001 to 2009. His administration’s whitehouse.gov is the earliest White House website preserved in a form that documents a deliberate programme of direct online communication rather than a brochure.

Ask the White House

From April 2003 the White House ran “Ask the White House,” which it described on its own site as “an online interactive forum, the first of its kind in politics,” allowing the public “to interact with Bush administration officials and friends of the White House.” By the end of the administration the site recorded participation “in over 400 online discussions with Cabinet Secretaries, Senior White House Officials, behind-the-scenes professionals at the White House, and others,” each with an archived transcript. The final session listed took place on December 22, 2008.

The format anticipates a pattern that recurs throughout the period this site covers: an official answering questions in a text channel, unmediated by a press corps. It is the direct ancestor of the presidential Reddit AMA and of the streamed town hall.

Syndication and Podcasting

The administration published an RSS feed of White House news releases — events, speeches, statements and press briefings — and distributed audio of the President’s Weekly Radio Address and selected remarks as a podcast. This moved a broadcast-era format, the weekly radio address, onto a subscription feed that reached listeners without a broadcaster, several years before podcasting became a significant political medium in its own right.

Scope of the Claim

Television remained the dominant channel for presidential communication throughout the administration, and the online programmes described above were supplementary. Broader claims sometimes made about this presidency — that it built an email outreach operation, or that the 2004 re-election campaign pioneered digital organising — are not supported by any source this page relies on and are not asserted here.
