“Never Trump” describes Republican and former-Republican opposition to Donald Trump’s candidacies and presidency. Its distinguishing feature is where it operated: not through party structures, which it largely lost access to, but through independent political committees and subscription media.
What the filings show
The Lincoln Project is the movement’s largest single vehicle and the only part of it with a mandatory public accounting. It registered with the Federal Election Commission on November 5, 2019 as a hybrid PAC, committee ID C00725820.

That is a nine-tenths decline from the 2020 peak, and it is the clearest available measure of the movement’s trajectory. Fundraising is not influence, but it is the one thing here that is filed under penalty of law rather than asserted.
Context
Hemmer’s history of conservative media describes the institutional world this movement’s participants came from — the magazines, radio programmes and think tanks built from the 1940s onward — and which most of them were separated from after 2016. The movement’s reliance on subscription newsletters and podcasts follows directly from losing those institutions.

What was removed
The previous version carried a three-phase chronology and unsourced claims that the movement conducted voter registration drives, supported primary challengers, and built donor coalitions. None was cited, and the FEC record does not establish them.
